These package items have the following limitations:

Report: Only reports in folders with the "Visible to Everyone" control can be added to a package
Custom Object Views: Only views with the "Visible to Everyone" control (or visible to selected roles) can be added to a package
Users: Not included in packages, and must be re-created in the new instance
