A Print Form is a record Form that uses Sectional Layout when Viewing a Record. That layout allows you to use it to generate an HTML or PDF page when you Print a Record.
A Print Form is easy to construct, because you can use the platform's interactive GUI to drag fields into the form and arrange their sequence. As an alternative, you can create a Print Template. It's slightly harder, but lets you create any kind of layout you want.
