Private Notes and Email messages can be created when viewing a Template:Case Record. They are stored in the record history.
Working with Private Notes and Email Messages
The Administrative Permissions specified in the user's Access Profile determine whether a user can create Notes, and whether they can view, update, or delete Notes created by other team members.
