This permission gives users the ability to Add, Update, and Delete Packages they are publishing, or subscribe to packages published by others.

To Publish Packages, enable Publish via Manage Tenant Capabilities. This feature is disabled by default in all new Access Profiles.
The Manage Packages permission is enabled by default for the System Administrator
The Manage Packages permission is set in Administrative Permissions
